Born in Brescia in November 1851, died in Milan on March 6, 1895. He dealt with genre, historical and landscape painting. Coming from a poor family, he was first a grocery clerk, then a clerk with a notary, and meanwhile he attended the evening drawing school annexed to the Tosio Art Gallery in Brescia. Having obtained a small municipal pension, he was able to go to Milan, to the Brera Academy, where he studied under the guidance of Bertinl; but he immediately felt drawn towards Cremona (as seen in the portrait of King Umberto, painted for the Municipality of Brescia) and towards Fontanesi for the landscape. He won the three-year pension in Brescia with the painting Study of Nude, now in the Pinacoteca Tosio. In 1879 he went to Paris to prepare for a large fixed-theme competition. Fulvia reveals the conspiracy of Catilina to Cicero, now in the Pinacoteca of Brescia. Later, embittered, he thought of leaving painting, but he was immediately granted a subsidy and the commission to execute a historical painting, which was Caligula dead. In 1889 he won the competition for the foundation of the Canonica which was given the theme The mallet; the following year, the Mylius prize with a genre painting, Some peasants intent on carding hemp: both works are now located in the Pinacoteca di Brera, in Milan. Filippini took part in many exhibitions: in Rome, Venice, Munich, etc. He died in Milan as poor as when he arrived there as a young man. In 1895 the Famiglia Artistica was held a posthumous exhibition of his works. Giorgio Nicodemi expresses himself as follows about him and his art: «Filippini, with Eugenio Gignous and Filippo Carcano, gave the first landscape conclusions to Lombard painting derived from the romantic impressionism of Tranquillo Cremona. His paintings, all scrupulously executed on life, from the precise representation of things obtained with a very exact sense of calm colors, and as if summed up by a deep general intonation, all make appear a panic greatness and a collected feeling of poetry, which gives the measure of the originality of the artist".
